I think the reason they say he should feel bad is that he saw all this and how she said she’d kill herself and he made a comment as though it were unimportant or that he wasn’t worried. I don’t think it implies he caused her to do it. It’s pointing out that adult action in serious bullying situations can potential save a life while doing nothing can cause some serious consequences.
